Synonym: Offer for Subscription
There are two main ways to list new securities. 1) An offer for sale is a public invitation by a sponsoring intermediary, such as an investment or merchant bank, of new or existing securities. 2) An offer for subscription or 'direct offer' is a direct invitation to the public by the issuing company itself to subscribe for new securities.
